The gallery element is managed through ExpressionEngine’s native File manager tool.
Therefore, in order to use gallery in Content Elements, you have to make sure you have properly configured File Upload Preferences.
Once you’ve done so, you will be able to either upload new files or use existing files —all using EE’s native File Manager tool.
